Discussing Instructional Leadership in the Context of Sekolah Penggerak (Transforming Schools)

Abstract

This paper discusses the concept of instructional school leadership introduced by the government to schools in Indonesia as part of a larger educational reform since 2019. Although the spirit of employing a type of instructional leadership has been quite strong from the Ministry of Education, Culture, Research and Technology (MOECRT), a solid and thoughtful concept is hardly found. Therefore, this paper uses a training material that was incorporated in the Guru Penggerak training which includes a slide for instructional leadership. We analyse this material in the light of the evolving theories of instructional leadership in the literature, contextual demands and changes occurring surrounding schools. We found that Rutherford’s concept of instructional leadership used in the ‘Guru Penggerak’ training does not seem to be in line with the literature since it is too broadly conceptualised and does not at all touch the very core business of classroom and instruction

Raihani Raihani, Universitas Islam Negeri Sultan Syarif Kasim Riau, Indonesia

Raihani is Professor of Islamic Education at UIN Sultan Syarif Kasim Riau who ontained his M.Ed and PhD in Education from The University of Melbourne, Australia. He has written a significant number of books and articles, mostly at international publications. He has received numerous scholarships and fellowships including the most recent ones being Visiting Professor Program in 2023 at Dulaty University Kazakhstan funded by Kazakh government and Visiting Scholar Fellowship in 2021 at Boston University funded by Fulbright.

Tri Maulana, Former Education Staff at INOVASI - Palladium Pty. Ltd, Indonesia

Tri Maulana has worked in the development sector for more than 20 years and have been involved in various development projects from different donors in Indonesia. His educational background is in the field of Environmental Engineering from ITS Surabaya, and Master of Information System from BINUS University Jakarta, but he has adapted his technical skills and knowledge to a variety of sectors such as basic infrastructure, water and sanitation, green jobs, basic education, and TVET. Besides his work in development sectors, he has been also actively involved in educational research particularly in teacher professional development, school leadership, and education management since 2017. One of his research projects that recently published is “School Resilience in Indonesia, 2023”, a collaborative research project with Ministry of Education, Cultural, Research, and Technology, as part of his work for Innovation for Indonesia’s School Children Program (Australia Indonesia Partnership).
