SPK UNTUK MENILAI KELAYAKAN DOKUMEN PERENCANAAN PEMBANGUNAN DRAINASE DENGAN PCA DAN F-AHP

Setiap Kabupaten/kota akan membuat dokumen perencanaan drainase, dan selanjutnya dokumen tersebut dikumpulkan di tingkat propinsi untuk di presentasikan di tingkat pusat. Permasalahan yang terjadi adalah pihak satker kesulitan dalam membandingkan dokumen perencanaan drainase yang masuk sehingga pada saat dokumen tersebut dipresentasikan di tingkat pusat banyak dokumen yang dinilai kurang layak untuk mendapatkan dana APBN. Hal ini dapat menyebabkan penilaian pemerintah pusat terhadap pemerintah propinsi menjadi berkurang.. Sistem ini dikembangkan menggunakan metode Principal Component Analysis (PCA) untuk melakukan filterisasi pada Detail Engineering Design (DED), sehingga terlihat jelas DED yang layak untuk dipresentasikan. Untuk proses perankingannya digunakan metode Fuzzy Analytic Hierarchy Process (F-AHP) sehingga penilaian yang dilakukan bisa bersifat subjektif. Dari hasil pengujian, sistem ini mampu memberikan penilaian yang mendekati penilaian manual dengan cepat sehingga dapat memudahkan pihak pengambil keputusan untuk menentukan dokumen yang tepat untuk dipresentasikan di tingkat pusat.
